17 MPs and 2 Parliamentary Committees to be Honoured with 

Sansad Ratna Awards 2025 

Press Statement issued by Prime Point Srinivasan (Founder of Sansad Ratna Awards) and Priyadharshni Rahul (Chairman of Sansad Ratna Awards Committee) 

New Delhi, 18 May 2025

Seventeen Members of Parliament from both the Lok Sabha and the Rajya Sabha, along with two Parliamentary Standing Committees, have been nominated to receive the prestigious Sansad Ratna Award 2025. The nominations were made by the Jury Committee, chaired by Shri Hansraj Gangaram Ahir, Chairman of the National Commission for Backwards Classes (NCBC), a constitutional authority holding the rank of Union Cabinet Minister. The Awards will be presented during the 15th edition of the Sansad Ratna Awards ceremony, scheduled for the last week of July 2025 in New Delhi.

Background of the Awards

 

The Sansad Ratna Awards were instituted in 2010 by  Prime Point Foundation and the eMagazine PreSense, following the suggestion of Dr A.P.J. Abdul Kalam. Dr Kalam also inaugurated the first award ceremony in Chennai in May 2010. Notably, Shri Hansraj Gangaram Ahir was the first recipient of the award. The awards are presented on behalf of civil society.
 

As of 2024, 125 awards have been presented across 14 award ceremonies, recognising individual Parliamentarians and Parliamentary Standing Committees. The Jury Committee — comprising distinguished Award-winning Parliamentarians and representatives of civil society — nominates the awardees based on performance data. This data is sourced from the official records of the Lok Sabha and Rajya Sabha Secretariats, as well as PRS Legislative Research. Performance indicators include the number of initiated debates, private members’ bills introduced, and questions raised.
 

Individual Awards
 

This year, 17 individual awards will be conferred, including four Special Awards by the Chairman of the Jury Committee, recognising “Outstanding and Consistent Contribution to Parliamentary Democracy”.  These Special Awards will be presented to:
 

• Bhartruhari Mahtab (BJP, Odisha)
• N.K. Premachandran (RSP, Kerala)
• Supriya Sule (NCP SP, Maharashtra)
• Shrirang Appa Barne (Shiv Sena, Maharashtra) 

These four Members of Parliament were top performers during the 16th and 17th Lok Sabha terms and continue their top performance in the 18th Lok Sabha also.

• Arvind Ganpat Sawant (Shiv Sena UBT)

• P.P. Chaudhary and Madan Rathore (both BJP) are from Rajasthan.
• C.N. Annadurai (DMK) represents Tamil Nadu.
• Dilip Saikia  (BJP, Assam)

 Under Individual category, this year Maharashtra bags 7 Awards; Uttar Pradesh, Jharkhand and Rajasthan bag 2 awards each; Odisha, Tamil Nadu, Kerala and Assam bag one award each.

 Two Departmentally Related Standing Committees have also been chosen for their exceptional performance based on their reports presented to Parliament.

Twelve Lok Sabha MPs and three Parliamentary Standing Committees nominated for the  ‘Sansad Ratna Awards’ based on their performance in the 17^th Lok Sabha

New Delhi, January 7, 2024:  The prestigious Sansad Ratna and Sansad Maha Ratna Awards have been announced for the 17th Lok Sabha, to honour twelve distinguished Parliamentarians and three Standing Committees of Parliament in recognition of their exemplary performances.

‘Sansad Ratna Awards’ presented annually and ‘Sansad Maha Ratna Award,’ presented once in five years by the Chennai-based NGO Prime Point Foundation and the eMagazine PreSense, acknowledge outstanding performances of MPs in the Parliament. Prime Point Srinivasan, the Founder and Chairman of Prime Point Foundation, said these awards are based on comprehensive performance, with nominees selected by a distinguished Jury Committee chaired by Arjun Ram Meghwal, Minister of State for Law and Parliamentary Affairs, and T. S. Krishnamurthy, Former Chief Election Commissioner of India. The performance data is sourced from the Lok Sabha and Rajya Sabha websites and the PRS Legislative Research. This is the only Award presented by civil society to honour the top-performing Parliamentarians in India.

The  Sansad Ratna Awards Committee, led by Priyadharshni Rahul, Trustee Secretary of Prime Point Foundation and the Chairman of Sansad Ratna Awards Committee, announced the recipients for the Sansad Maha Ratna Awards for the entire 17th Lok Sabha. These include NK Premachandran (RSP, Kerala), Adhir Ranjan Chowdhury (Indian National Congress, West Bengal), Bidyut Baran Mahato (BJP, Jharkhand), and Dr. Heena Vijayakumar Gavit (BJP, Maharashtra).

“Recognising the continued consistent top performance of Supriya Sule (NCP, Maharashtra), Shrirang Appa Barne (Shiv Sena, Maharashtra), and Bhartruhari Mahtab (BJD, Odisha), the Sansad Maha Ratna Awardees of the previous 16th Lok Sabha, the Jury  Committee has decided to honour them for their 'Exemplary Performance' in the 17th Lok Sabha as well”. These three Members would be honoured with “Sansad Utkrisht Mana Ratna” Award”,  said Priyadharshni Rahul.

She further added that five Lok Sabha Members, Sudhir Gupta (BjP, Madhya Pradesh),  Dr Shrikanth Eknath Shinde (Shiv Sena, Maharashtra), including first time MPs Dr Sukanta Majumdar (BJP, West Bengal), Kuldeep Rai Sharma (Congress, Andaman and Nicobar Islands) and Dr Amol Ramsingh Kolhe (NCP, Maharashtra will receive the  “Sansad Ratna” Awards.  Kuldeep Rai Sharma, Dr Amol Ramsingh Kolhe and Sudhir Gupta are receiving the Award for the third time for their performance in the 17^th Lok Sabha”.

 “All the above MPs are nominated by the Jury Committee for the Awards transparently, based on their outstanding performance in Initiated debates, Private Members Bills and Questions since the inception of the 17^th Lok Sabha”, added Priyadharshni Rahul.

Sansad Maha Ratna Awards were not previously conferred upon Parliamentary committees.  Considering the importance of these Committees,  starting from the current 17th Lok Sabha, three Standing Committees have been included in the Sansad Maha Ratna Awards. The Agriculture Committee chaired by P C Gaddi Gowdar (BJP, Karnataka), the Finance Committee chaired by Jayant Sinha (BJP, Jharkhand), and the Transport and Tourism  Committee presently chaired by Vijayasai Reddy (YSR Congress, Andhra Pradesh) and formerly chaired by T G Venkatesh (BJP, Andhra Pradesh)  have been nominated for their consistent contributions based on sittings and the reports presented by them, relying on the data commensurate with the term of 17^th Lok Sabha.

The prestigious awards are scheduled to be presented at a grand ceremony on February 17, 2024, in Delhi, marking the 14th edition of the event. Prime Point Foundation instituted these honours at the instance of Dr. Abdul Kalam, former President of India, who himself inaugurated the first award event in 2010 in Chennai. 

Sansad Ratna Awards are presented annually to the top performing Parliamentarians based on their performance, while Sansad Maha Ratna awards are presented once in five years for the consistency of performance during the term of the Lok Sabha. Till March 2023, 106 Sansad Ratna Awards have been presented through 13 award ceremonies making it the only award presented by any civil society at a global level to the best-performing Parliamentarians.

New Delhi, 20th  Feb 2023: The Jury Committee  of eminent Parliamentarians and civil society, chaired by Shri Arjun Ram Meghwal (Hon’ble MoS, Parliamentary Affairs) and           Co-Chaired by Shri  T S Krishnamurthy (Former Chief Election Commissioner of India) has nominated  eight  MPs from Lok Sabha and five from Rajya Sabha   for the  Sansad Ratna Awards 2023. In addition, two Departmentally Related  Standing Committees (DRSC)  and a veteran  and distinguished leader has also been nominated  under the special awards category. 

Lok Sabha

The Jury Committee has nominated (1) Shri Bidyut Baran Mahato (BJP, Jharkhand), (2) Dr.  Sukanta Majumdar (BJP, West Bengal), (3) Shri Kuldeep Rai Sharma (INC, Andaman Nicobar Islands), (4) Dr Heena Vijayakumar Gavit (BJP, Maharashtra), (5)  Shri Adhir Ranjan Chowdhury (INC, West Bengal), (6) Shri Gopal Chinayya Shetty (BJP, Maharashtra), (7)  Shri Sudhir Gupta (BJP, Madhya Pradesh) ,  and (8) Dr.  Amol Ramsing Kolhe (NCP, Maharashtra) for ‘Sansad Ratna Awards 2023’ for their performance in the 17th Lok Sabha  under various categories.  

These nominations  are based on the cumulative  performance in Questions, private members bills and initiated debates  of the members from the beginning of 17th Lok Sabha until the end of  Winter Session 2022 .  The performance data of the members has been sourced from data provided by PRS India, Lok Sabha and Rajya Sabha Secretariat.

Rajya Sabha

Dr.  John Brittas (CPI-M, Kerala), Dr.  Manoj Kumar Jha (RJD, Bihar), Smt. Fauzia Tahseen Ahmed Khan (NCP, Maharashtra) have been nominated for their performances in Rajya Sabha in 2022 under the ‘Sitting Members’ category.  Shri Vishambhar Prasad Nishad (Samajwadi Party, UP) and Smt. Chhaya Verma (INC, Chhattisgarh) have been  nominated for the Award under the ‘Rajya Sabha Members Retired in 2022’ category for their  outstanding performance during their full term in Rajya Sabha.  

Standing Committees

The Departmentally Related Standing Committees (DRSC) in Parliament have been performing exceedingly well and silently contributing their lot to parliamentary democracy. The Prime Point Foundation and eMagazine PreSense are honouring the Standing committees since the last six years, based on the subjects selected, sittings and reports presented.   The Jury Committee has selected this time one Lok Sabha Committee and one Rajya Sabha Committee for the Award. 

 

The Finance Committee (Lok Sabha Committee - Chairman – Shri Jayant Sinha, BJP, Jharkhand) and Transport, Tourism and Culture Committee (Rajya Sabha Committee - Chairman – Shri V. Vijayasai Reddy, YSR Congress, Andhra Pradesh) are nominated for Awards for their outstanding cumulative performance from the beginning of the 17th Lok Sabha until the end of Winter Session of  2022.

  

Lifetime Achievement Award

In 2022, the Prime Point Foundation and PreSense introduced a new category “Dr APJ Abdul Kalam Lifetime Achievement Award” to honour veteran leaders for their contribution to Indian politics, the society and the people. The Jury Committee has nominated Shri T K Rangarajan, (Former Rajya Sabha MP for two terms  and a Senior CPIM Leader) for the Award. 

All the above Awards will be presented on 25th March 2023 at New Delhi.  These Awards are being presented on behalf of the Civil Society.

About Sansad Ratna Award

The Sansad Ratna Awards were instituted at the suggestion of Dr APJ Abdul Kalam to honour top performing Parliamentarians.  He himself launched the first  edition of the  Award function in 2010 at Chennai.  Till now, 90 top performing Parliamentarians have been honoured  and all of them  have received the awards in person.  The 13th Edition of the award function will be held on Saturday, 25th March 2023 at New Delhi. The 13th Edition will be making history as it crosses the century of awards mark. Mr. K. Srinivasan is the Founder Chairman and Ms. Priyadharshni Rahul is the President of the Sansad Ratna Awards Committee.

According to K. Srinivasan, Founder Chairman of Prime Point Foundation and Sansad Ratna Awards Committee the nominations  have been made based on the cumulative  performance of the members from the beginning of 17^th Lok Sabha till the end of Winter Session 2021.   He said the nomination  was based on the data provided by PRS India.

Rajya Sabha

Dr.  Amar Patnaik (BJD, Odisha) and  Dr.  Fauzia Tahseen Ahmed Khan (NCP, Maharashtra have been nominated for their performance in Rajya Sabha in 2021 under ‘Sitting Members’ category’.  Shri K K Ragesh (CPIM, Kerala) is nominated  for the Award under the ‘Retired Members in 2021’ category for his outstanding performance during his full term in Rajya Sabha.

The Jury Committee has nominated Dr HV Hande (Age 94 - Senior BJP leader, Tamil Nadu) and Dr  M.  Veerappa Moily (Age 82 - Senior Congress leader, Karnataka) for this award.

e-BOOKS ON SELECT PARLIAMENTARY SPEECHES OF  OUTSTANDING PARLIMENTARIANS TO BE RELEASED ON 5^TH JULY

July 04, 2021:

Dr M Veerappa Moily (Former Chief Minister of Karnataka and Union Minister) and Shri Hansraj Ahir (Former Minister of State, Home Affairs, Govt. of India) will be releasing, two   e-books on 5th July 2021, through a Zoom meeting of distinguished audience. The e-books contain select Parliamentary speeches of Dr S K Kharventhan (14th Lok Sabha) and Shri S S Ramasubbu (15th Lok Sabha), both outstanding Parliamentarians and Sansad Ratna Awardees. They will be launching the e-books to celebrate the 21st Anniversary of Prime Point Foundation,  which instituted  the  Sansad Ratna Awards 12 years ago.

Sansad Ratna Awards are presented to top performing Parliamentarians every year after the Budget Session, based on the performance data provided by PRS India and Lok Sabha Secretariat. The Award was instituted on the suggestion given by Dr APJ Abdul Kalam, who himself launched the first Award event in May 2010.  Till 2021, 75 Awards have been presented. The awardees are selected by a Jury committee of eminent Parliamentarians through a transparent process.

The Jury Committee for the current 17th Lok Sabha is headed by Shri Arjun Ram Meghwal (MoS, Parliamentary Affairs) with Shri N K Premachandran (Kerala) and Shri Shrirang Appa Barne (Maharashtra) as members.  The Jury Committee Members themselves are the outstanding Parliamentarians and Sansad Ratna Awardees.

Sansad Ratna Awards and Next Gen Political Leaders are the initiatives of Prime Point Foundation to honour the outstanding Parliamentarians and also to develop future political leader.

Prime Point Foundation plans to release e-books containing the select Parliamentary speeches of all Sansad Ratna Awardees in the coming months. On 15th August 2021, 8 such e-books are proposed to be released to commemorate the 75th Independence Day anniversary celebrations.

These e-books will be very useful for political students and emerging political leaders including Parliamentarians and Legislators.  The e-books will be distributed free.

Performance Review of Parliamentarians Strengthens Democracy – Mr. Arjun Ram Meghwal, MOS Parliamentary Affairs

Mr. Arjun Ram Meghwal, Minister of State for Parliamentary Affairs, observed that recognition and performance review of Parliamentarians by the civil society helps strengthen democracy, during the presentation of the list of MPs nominated for the 11^th edition of the Sansad Ratna Awards 2020. When 'We the people' elect the Parliamentarians and legislators, they have the moral responsibility to monitor the performance of the elected representatives, said the Minister, who is the Chairman of the Jury Committee of Sansad Ratna Awards.  

Mr. N. K. Premachandran MP and Mr. Shrirang Appa Barne MP are the other Jury Members.  All the three Jury Members have been outstanding Parliamentarians and recipients of the Sansad Ratna Awards in the previous Lok Sabha. The Sansad Ratna Awards were instituted in 2010 by a Chennai-based NGO Prime Point Foundation, and the eMagazine PreSense, following the suggestions of Dr APJ Abdul Kalam (former President of India) to honour the perfection-oriented Parliamentarians. He himself launched the first Awards function in May 2010.  The awardees are selected by a Jury Committee of eminent Parliamentarians, observing absolute transparency based on the performance parameters provided by the Lok Sabha Secretariat and PRS India.

According to Mr. K. Srinivasan, Chairman of the Prime Point Foundation and Sansad Ratna Awards Committee, the Jury Committee nominated three Parliamentarians for 'Sansad Maha Ratna Award' based on their sustained quality of performance in the 16th Lok Sabha. This is a prestigious award presented once in five years.

Eight Lok Sabha Members, two Rajya Sabha Members and one Departmentally Related Standing Committee will be receiving the Sansad Ratna Awards 2020 for their performance in the 17^th Lok Sabha.  The actual date for the awards’ presentation event will be notified after normalcy is restored in the country, after tackling the pandemic COVID-19.

  

Sansad Maha Ratna Awards

Mr. Bhartruhari Mahtab (BJD, Cuttack, Odisha), Mrs. Supriya Sule (NCP, Baramati, Maharashtra) and Mr. Shrirang Appa Barne (Shiv Sena, Maval, Maharashtra) will be receiving the coveted 'Sansad Maha Ratna Award' for their sustained qualitative performance in the 16th Lok Sabha. This Award is presented once in five years.

Standing Committee

The Departmentally Related Standing Committee on Agriculture receives the Sansad Ratna Award 2020 as the best performing committee.  The Committee was selected based on the reports presented to Parliament, supported by the number of sittings.  Mr. P C Gaddigoudar (BJP, Bagalkot Karnataka) is the Chairman of the Committee.

  

Lok Sabha

Eight sitting Lok Sabha Members will be receiving the Sansad Ratna Awards 2020 under various categories, based on their performance during the first year of the 17th Lok Sabha.

Ms. Supriya Sule (NCP, Baramati, Maharashtra) gets the Sansad Ratna Award 2020 for her overall performance in Initiated Debates, Questions and Private Members Bills in the first year of the 17th Lok Sabha. 

Dr. Subhash Ramrao Bhamre (BJP, Dhule, Maharashtra), Dr. Heena Gavit (BJP, Nandurbar, Maharashtra) and Dr. Amol Ramsing Kolhe, (NCP, Shirur, Maharashtra) will be receiving the Sansad Ratna Award 2020 for Questions, Women and First-time MPs categories respectively. 

Dr. Shashi Tharoor (INC, Thiruvananthapuram, Kerala), Dr. Nishikant Dubey (BJP, Godda, Jharkhand), Mr.  Ajay Misra (BJP, Kheri, Uttar Pradesh) and Mr. Ram Mohan Naidu (TDP, Srikakulam, Andhra Pradesh) have been nominated for the ‘Jury Committee Special Award’ for their overall qualitative performance and individual efforts. 

Rajya Sabha

Mr. Vishambhar Prasad Nishad (Samajwadi Party, Uttar Pradesh) and Ms. Chhaya Verma (INC, Chhattisgarh) have been nominated for their overall performance in Rajya Sabha during the first year coinciding with Lok Sabha.  This category of honouring the sitting MPs of Rajya Sabha has been introduced this year.

Commendations

Ms. Supriya Sule, accepting the honour of Sansad Maha Ratna said, “I am humbled to be nominated for the Sansad Maha Ratna award this year. This award symbolises the immense responsibility bestowed upon me and the people's expectations I am to fulfil in coming years. I pledge to continue to work for the betterment of all our people.”

As the Chairperson of the Agriculture Committee, Mr P C Gaddigoudar said, “I am happy and delighted to receive this honourable award initiated by our Late President Dr.A.P.J Abdul Kalam. I am very thankful to all the committee members for actively participating in all meetings and providing valuable inputs and suggestions at the appropriate time to achieve this feat.

Mr Bhartruhari Mahtab, accepting the honour of Sansad Maha Ratna Award said, “Recognising the performance of the Members of Parliament by the Civil Society is highly commendable in this time when cynicism is ruling the roost in political life and there is all round pessimism relating to politics.  The Sansad Maha Ratna Award is a unique endeavour, not only recognising the genuine work of Members of Parliament but also to attract the youths of this age towards public life.  This also encourages MPs to work for the people of this country. This definitely gives a boost and also reminds us that there are some in this society who are taking note of our actions inside the Parliament. I feel humbled on being conferred the Sansad Maha Ratna, which is presented once in five years, and also thank Prime Point Foundation and the Sansad Ratna Award Committee who have taken into account the performance”.
