The current 16th Lok Sabha will complete its five year term in May 2019.  Mostly, the Budget Session will be completed by Feb 2019 end and all the political parties may get ready to face the next General Election.  Sansad Ratna Awards Committee will present the Awards immediately after the completion of all the sessions of 16th Lok Sabha, but before the announcement of next General Elections.

Every year, based on the cumulative performance, Sansad Ratna Awards are being presented.  In 2019, a few members will be honoured with 'Sansad Maha Ratna' for their extraordinary cumulative performance.  The Jury Committee has  approved the guidelines for Sansad Maha Ratna Awards of 16th Lok Sabha.

Since the selection process is done transparently, we are publishing the guidelines for the information of MPs and general public.

Sansad Maha Ratna Awards – 16th Lok Sabha
Guidelines

There will be five Categories for individual Lok Sabha MPs under Sansad Maha Ratna of 16th Lok Sabha. (Based on the cumulative performance from the first Session till the end of 16th Lok Sabha, data  provided by Lok Sabha Secretariat and PRS India)

1       Initiated Debates category :  Topper in Initiated Debates - Total no initiated debates alone which includes debates on Govt and Private Bills, Budget President Address Matters under rule 193, Matters under rule 377, zero hour calling attention, private members resolutions. (Associated debates will be excluded from Debates)

2       Question category : Topper in all starred and unstarred questions.

3   Total Tally - General category :  Topper in Initiated debates + Private Members Bills introduced + Questions.

4       Total tally – First time MP category : Topper in Initiated debates + Private Members Bills introduced + Questions (among the first time MPs)

5       Distinguished performance Category : Topper in total tally of (a) total no of starred and unstarred questions, (b) zero hour debates  (c)  matters under rule 377 (d) debates on private members bills, resolutions  (e) calling attention and (f) introduction of private members bills. (Because for this category party permission is not required it is purely individual effort. – This Award is subject to availability of data from Lok Sabha Secretariat and PRS India)

Other parameters:  In addition to the above, the individual MPs should satisfy the following other parameters to become eligible for Sansad Maha Ratna Awards.

a)    Attendance in the House should be more  than 60%;
b)    Attendance in one of the ‘Departmentally Related Standing       Committee’     should be more than 60%;
c)    Recommendation under MPLad should be more than 50%

(Jury Committee has the right to modify, amend  and relax any parameters in deserving cases.  Jury Committee decision is final and binding)

The 9th Edition of Sansad Ratna Awards 2018 function will be held at IIT Madras during May-June 2018.  The Awards are instituted by the eMagazine PreSense and Prime Point Foundation.  There are seven categories of Awards for Lok Sabha and two categories for Rajya Sabha.  Awardees will be selected by a Jury Committee of eminent Parliamentarians, based on the various performance parameters.  

This is the only Award to honour outstanding Indian Parliamentarians presented by the Civil Society. 

Lok Sabha Awards

1.    Topper in Debates (only original initiated debates)
2.    Topper in Private Members Bills
3.    Topper in Questions
4.    Topper for overall tally in debates, Private Members Bills and Questions
5.    Topper in overall tally among the first time MPs
6.    Topper in overall tally among the women MPs
7.    Two MPs under Jury Committee’s discretion for the Quality of debates and participation.

Rajya Sabha Awards

1.    Topper in overall tally among the Rajya Sabha MPs, retired in 2017 (Jan to Dec)
2.    Topper in overall tally among women Rajya Sabha MPs retired in 2017 (Jan to Dec)

Other Additional Parameters

Lok Sabha Members

In addition to being topper, they should comply with the following conditions:
1.  70% attendance in the House
2.  70% attendance in the Committee Meetings (at least two Committees)
3.  50% spend in the MPLAD (as recorded in the website)
4.  Should be within the top 10 for overall tally (except for the Women category and for nominees under Jury Committee discretion)
5.  If a Member is eligible under more than one category, he will be given only one Award with the mention of all other categories. 
6.  If there is no eligible member under any category, there will not be any nomination for this year under that category. 

Rajya Sabha Members

1.  Topper among the retirees, who have completed 6 years and retired in 2017, for overall  tally: (Debates + Private Members Bills + Questions).  No other additional parameters.

Stages in the Selection Process

1.  The performance data relating to the period from the first session of 16th Lok Sabha till the end of Budget Session 2018 will be considered for the Award.  The data is provided by Lok Sabha Secretariat and PRS India.
2.  Based on the performance parameters, the Jury Committee will nominate the MPs for Award.
3. Nominees will be informed confidentially by the Awards Committee. The nominees will be requested to accept the nomination before a specified date.  The Awards will be presented in the presence of eminent citizens and Media at IIT Madras in May/June 2018.
4.  If the nominated MP does not respond or does not accept, the next qualifying MP will be nominated for the Award.
5. Announcement of the Awardees will be made only after the nominees acknowledge and accept the Award personally at Chennai.

Sansad Ratna Awards 2017 - Rules for Selection Process


The eighth Edition of Sansad Ratna Awards will be presented to outstanding Parliamentarians at Chennai on Saturday, 27th May 2017 at IIT, Madras.  The Awards are instituted by this ezine PreSense and Prime Point Foundation. There are five categories of Awards for Lok Sabha and two Awards for Rajya Sabha.:

Award Categories

1.  Topper in Debates (only original initiated debates) – Lok Sabha
2.  Topper in Private Members Bills – Lok Sabha
3.  Topper in Questions – Lok Sabha
4.  Topper among women MPs for overall tally – Lok Sabha
5.  Topper among the first time MPs for overall tally – Lok Sabha
6.  Toppers among the 2016 Rajya Sabha retirees
     (one overall topper and one topper among women retiree MPs)

Other Additional Parameters

Lok Sabha Members

In addition to being topper, they should comply with the following conditions:

  2.  Nominees will be informed confidentially by the Committee.
  3.  Acceptance of the nomination and receiving the Award at Chennai during the function.
  4. Announcement of the Awardees will be made only after the nominees acknowledge and accept the Award personally. If the nominees do not acknowledge and accept the Award, the next qualifying nominee will be selected.

Sansad Ratna Awards 2016 - Guidelines for selection of Awards


7th Edition of Sansad Ratna Award function will be held on Saturday the 11th June 2016 at IIT Madras.  To finalise the guidelines for selection, a meeting of the Judges was held at Delhi. 

Sansad Ratna Awards Committee Meeting was held at Delhi on 3rd and 4th March 2016. The following Sansad Maha Ratna Awardees of 15th Lok Sabha and presently the judges for the 16th Lok Sabha were present.

1.  Shri Anandrao Adsul MP (Chairman, Shiv Sena Parliamentary Board)
2. Shri Hansraj G Ahir MP  (Minister of State for Chemicals and Fertilisers) and
3. Shri Arjun Ram Meghwal MP (Chief Whip of BJP)

On behalf of the Sansad Ratna Award Committee the following members were present.

1.  Shri K. Srinivasan
2.  Shri Venugopal Mohan
3.  Shri G A Prithvi
4.  Shri Bhoopathy

Shri Srinivasa Prabhu (Director, Lok Sabha Secretariat) and Shri Kulasekaran (Retd. Director of Lok Sabha Secretariat) were also present.

Shri Anand Rao Adsul, Chairman of the Judges Committee chaired the meeting.

After deliberations, it was decided as follows:

1.  Srinivasan brought to the notice of the judges that a few MPs were resorting to 'associating' themselves with the matters raised by some other MPs during Zero Hour by simply giving a signed chit to the Speaker.    This gave additional point to the MPs without doing the original work. Because of this, the data released by PRS India did not give the real picture.   The judges decided that only original works during Zero Hour should be taken into consideration for Awards and all points gained through such 'association' be removed.  

2.  From 2016, Award winning MPs will be personally informed through confidential mail about their selection.  Declaration of Award will be done, only when the MPs personally receive the Award in the function.  

3.  Performance of Rajya Sabha MPs may also be considered, if a suitable transparent guideline could be formed. 

4.  There will be four Awards for Lok Sabha Members like last year.  Guidelines are as follows:

There will be 3 categories of Awards viz. General, Women and First Time MPs. 

General category - Sansad Ratna 2016

3 MPs will get Award under this category.

1.  The top performers under the categories (a) Questions (b) Private Members Bills and (c) Debates, based on the data provided by Lok Sabha Secretariat an PRS India at the end of Budget Session subject to the following.  ('associating' with the matters during Zero hour will be excluded under Debates category - only original works will be taken into account)

(a) The selected top performer should have scored a minimum of 70% attendance in the House; and
(b) should have scored a minimum of 70% attendance for Committee Meetings; and
(c) should have spent a minimum of 50% MPLad fund.
(d) Should have secured within the Top 10 performers for overall tally.

Women category - Sansad Mahila Ratna  2016

One  MP will get the Award 

One top performer among the women MPs on the basis of cumulative  total tally (Questions + Private Bills + Debates) every year after the second part of Budget Session.  (Subject to the conditions laid in a,b and c above).  If a women top performer ranks in the General / First Time MP  category, the Committee of Judges will take suitable decision, based on the data at that particular time). 

 ('associating' with the matters during Zero hour will be excluded under Debates category - only original works will be taken into account) 

First Time MPs - Sansad Navodit Ratna  2016

1 MP will get the Award

3.  One top performer among the First Time MPs on the basis of cumulative  total tally (Questions + Private Bills + Debates) every year after the second part of Budget Session.  (Subject to the conditions laid in a,b and c above).  If a First time MP ranks in the General / Women category, the Committee of Judges will take suitable decision, based on the data at that particular time). 

 ('associating' with the matters during Zero hour will be excluded under Debates category - only original works will be taken into account)


(The Committee of Judges will have the right to relax the attendance and MPLad condition, in exceptional cases for genuine reasons, without being quoted as precedent).

For Rajya Sabha - The committee is working out the guidelines.  It will be announced later.

Note:  The data relating to 'Debates' category published by PRS India includes the 'association' made by the members during Zero hour matters, without raising the matter.   As per the Guidelines for 2016, they are to be removed, to get the original works.  PRS India is working on bifurcation of the data.  Subject to the availability of correct data, Award winners will be selected for 2016.
