Performance of Individuals, Political Parties and States in the 16th Lok Sabha upto Monsoon Session 2018




The 15th Session of the Parliament (Monsoon Session 2018) adjourned sine die on August 10, 2018. Lok Sabha voted on a no-confidence motion which was won by the government. It also discussed issues related to the recent floods and drought in the country. Rajya Sabha discussed the final draft of the National Register of Citizens in Assam, non-implementation of the provisions of the Andhra Pradesh Reorganising Act, incidents of misuse of the social media and mob lynching.

Rajya Sabha also elected its Deputy Chairman. In addition, the supplementary demands for grants were discussed in Lok Sabha. 20 legislative Bills were introduced during the session and 18 were passed other than the two Appropriation Bills. Four Bills were withdrawn. Lok Sabha worked for 110% of the scheduled hours and Rajya Sabha for 68%.

Performance of States

The average score of the 16th Lok Sabha till the end of the Monsoon Session per MP is 281.  Maharashtra, Tamil Nadu, Kerala and Jharkhand have shown performance score of more than 400.  West Bengal and Jammu & Kashmir have shown poor performance.

Performance of Political Parties

The following table indicates the cumulative performance of the political parties in the 16th Lok Sabha from the first Session till the 15th Session.   Shiv Sena and Nationalist Congress Party have shown very good performance.  They have done very well under ‘Questions’ category.  CPI (M) has done very well under ‘Debates’ category.  All India Trinamool Congress showed the poorest performance (average score for this party is 87.6 while the National average is 281). 

Out of 999 Private Members Bills, Members of Bharatiya Janata Party, Indian National Congress and Shiv Sena alone have introduced 760 bills.  Although All India Anna DMK with 37 MPs, has shown good performance with an average score of 444.7, their Members have not introduced even a single Private Members Bill.

The current 16th Lok Sabha will complete its five year term in May 2019.  Mostly, the Budget Session will be completed by Feb 2019 end and all the political parties may get ready to face the next General Election.  Sansad Ratna Awards Committee will present the Awards immediately after the completion of all the sessions of 16th Lok Sabha, but before the announcement of next General Elections.

Every year, based on the cumulative performance, Sansad Ratna Awards are being presented.  In 2019, a few members will be honoured with 'Sansad Maha Ratna' for their extraordinary cumulative performance.  The Jury Committee has  approved the guidelines for Sansad Maha Ratna Awards of 16th Lok Sabha.

Since the selection process is done transparently, we are publishing the guidelines for the information of MPs and general public.

Sansad Maha Ratna Awards – 16th Lok Sabha
Guidelines

There will be five Categories for individual Lok Sabha MPs under Sansad Maha Ratna of 16th Lok Sabha. (Based on the cumulative performance from the first Session till the end of 16th Lok Sabha, data  provided by Lok Sabha Secretariat and PRS India)

1       Initiated Debates category :  Topper in Initiated Debates - Total no initiated debates alone which includes debates on Govt and Private Bills, Budget President Address Matters under rule 193, Matters under rule 377, zero hour calling attention, private members resolutions. (Associated debates will be excluded from Debates)

2       Question category : Topper in all starred and unstarred questions.

3   Total Tally - General category :  Topper in Initiated debates + Private Members Bills introduced + Questions.

4       Total tally – First time MP category : Topper in Initiated debates + Private Members Bills introduced + Questions (among the first time MPs)

5       Distinguished performance Category : Topper in total tally of (a) total no of starred and unstarred questions, (b) zero hour debates  (c)  matters under rule 377 (d) debates on private members bills, resolutions  (e) calling attention and (f) introduction of private members bills. (Because for this category party permission is not required it is purely individual effort. – This Award is subject to availability of data from Lok Sabha Secretariat and PRS India)

Other parameters:  In addition to the above, the individual MPs should satisfy the following other parameters to become eligible for Sansad Maha Ratna Awards.

a)    Attendance in the House should be more  than 60%;
b)    Attendance in one of the ‘Departmentally Related Standing       Committee’     should be more than 60%;
c)    Recommendation under MPLad should be more than 50%

(Jury Committee has the right to modify, amend  and relax any parameters in deserving cases.  Jury Committee decision is final and binding)

Sansad Ratna Awards 2018 (9th edition) and National Seminar on Politics, Democracy and Governance (7th edition) was held at IIT Madras on 9th June 2018.  Six MPs and one Parliamentary Committee Chairman were honoured with Sansad Ratna Awards for their outstanding performance.

Shri M K Narayanan (Former Governor of West Bengal and Former National Security Advisor to Prime Minister) and Shri T S Krishnamurthy (Former Chief Election Commissioner of India) presented the Awards.  Shri Arjun Ram Meghwal (Hon'ble MOS Parliamentary Affairs) and Dr Bhaskar Ramamurthy (Director, IIT Madras) were also present.  

After the Award presentation, the awardees interacted with the audience sharing their views and success stories.  Dr Veerappa Moily, Chairman of Finance Committee was also present.  

Shri Bhartruhari Mahtab (Party: Biju Janata Dal; Constituency: Cuttack, Odisha), Smt. Supriya Sule (Nationalist Congress Party, Baramati, Maharashtra), Shri Shrirang Appa Barne (Shiv Sena, Mavel, Maharashtra), Rajeev Shankarrao Satav (Indian National Congress, Hingoli, Maharashtra) and Dhananjay Bhimrao Mahadik (Nationalist Congress Party, Kolhapur, Maharashtra) and Dr Heena Vijayakumar Gavit (Bharatiya Janata Party, Nandurbar, Maharaashtra) were also present during the interactive session.

Hon'ble Minister Shri Arjun Ram Meghwal in his special address appealed to all award winning Parliamentarians to utilise the service of IIT Students interns to formulate development plans in their constituencies.

From this year, one ‘Departmentally Related Standing Committee’ of Parliament too was honoured based on criteria like the reports presented, the number of sittings held and the number of subjects selected, and others.  Dr M Veerappa Moily, Chairman of Parliamentary Standing Committee on Finance received the Awards personally on behalf of the Finance Committee.

The selection of individual awardees was  based on the performance parameters like initiated debates, private members’ bills, questions raised and the attendance in the House.  The data is provided by Lok Sabha Secretariat and PRS India.

9th edition of Sansad Ratna Awards 2018 was held at IIT Madras on Saturday, 9th June 2018.  Shri M K Narayanan (Former Governor of West Bengal and Former National Security Advisor to Prime Minister) and Shri T S Krishnamurthy (Former Chief Election Commissioner of India) were the Chief Guests and presented the Awards.

Shri Arjun Ram Meghwal, Hon'ble MOS (Parliametnary Affairs) and the Jury Committee Member was also present.  

For the first time, Sansad RAtna Awards Committee introduced an Award to a Parliamentary Committee.  Dr. Veerappa Moily, Hon'ble Chairman of Finance Committee received the Award on behalf of the Committee.

Smt. Supriya Sule (NCP), Shri Shrirang Appa Barne (Shiv Sena), Shri Bartruhari Mahtab (BJD), Shri Rajeev Shankarrao Satav (Congress), Shri Dhanjay Bhimrao Mahadik (NCP) and Dr Heena Gavit (BJP) received the Sansad Ratna Awards 2018.
